Mary Russo Riley is a native of Virginia Beach and Chesapeake. She graduated from Princess Anne High School in 1971, received her Bachelor of Arts in Sociology from St. Mary’s College at Notre Dame in 1975, and her Master’s Degree in Sociology from the University of Akron in 1977. She began her career with the Chesapeake Juvenile Court as a probation officer and liaison to the Pendleton Project. Later, she joined the family business in painting and decorating. Then, she got married and moved to Durham, North Carolina. After 8 years, they relocated to Chesapeake where she began working for Family Services of Tidewater as the Resource Mother’s Coordinator. This led to Mrs. Riley’s growth in community planning and development with Children’s Hospital of the King’s Daughters and later to the City of Chesapeake. Mrs. Riley is currently the Administrator for the Division of Community Programs within the Department of Human Services in the City of Chesapeake. She has a son who is attending James Madison University.
